I. GENERAL SUMMARY
Develops, implements and manages activities of the companyâs comprehensive Risk and Safety Management Programs to meet its strategic risk and safety management goals. Accomplishes these goals by working closely with Safety Training Staff, Location Safety/Training Coordinators, Regional Directors, Location Managers, and Senior Management Team.
II. SPECIFIC DUTIES (Essential Functions)
- Develops, implements and coordinates a companywide Risk/Safety Management and Loss Prevention Program. Works closely with representatives from insurance companies and broker.
- Formulates general safety policies and procedures to be followed by company personnel in compliance with local, state, and federal rules and regulations, such as, but not limited to; DOT, OSHA, ADA and FMCSA compliance. Participates in audits required by government agencies.
- Administers the companyâs workersâ compensation program, including filing of claims and working with the insurance carrier to reduce employee lost time incidents. Coordinates and monitors the companyâs workersâ compensation light duty/return-to-work program with designated medical provider, employee and manager.
- Monitors, updates, and maintains safety, risk and workersâ compensation files and records. Oversees completion and posting of OSHA reports and files to OSHA on a timely basis. Enters data into online database system.
- Processes and monitors accident, incident, injury, property damage, cargo, and spillage claims. Serves as liaison with insurance company(s) regarding claims.
- Responsible for directing and actively participating in company Safety Committee Meetings, ensuring meetings are being held on a regular basis, and ensuring there is follow-up on safety items discussed at meetings.
- Conducts safety inspections in conjunction with Safety Committees and insurance companies to identify potential hazards and prevent injuries to staff, damage to property and the public at large. Takes a leadership role in and coordinates with managers to implement corrective action. Monitors activities where accidents could occur, halting any operation or activity that constitutes an imminent hazard to personnel or equipment. Formulates strategies for future loss prevention.
- Processes claims and reviews accidents, incidents, and injuries occurring to employees, company property, passengers/customers, and property damage occurrences. Investigates for root causes and makes recommendations of correction and training. Also cooperates in the preparation of material and evidence for organization use in hearing, lawsuits, and insurance investigations.
- Oversees the compilation of and submittal of accident reports required by regulatory agencies. Shares responsibility with Director of Safety and Driver Training in monitoring of the FMCSA tracking system, and tracking of our company score. Reviews data obtained from the companyâs Data Bits tracking tool.
- Works closely with Director of Safety and Driver Training in tracking, recording and monitoring DOT recordable accidents.
- Works with financial and other senior management to determine the extent to which the company should retain, and the extent to which it should transfer the financing of potential losses from specific exposures.
- Responsible for property management oversight of physical damage, spills and all environmental claims and hazards.
- Develops in conjunction with the company Safety Training Director regular safety training programs to increase proficiency in safe practices and promote safety consciousness. Works with locations and Safety Committee members to develop location specific training goals and programs.
- Works closely with Human Resources Department to ensure all DOT driver files are accurate and up to date, and all physicals and drug tests are current. Serves as a back-up staff person to be cross-trained in DOT driver files in case of an unexpected absence.
- Risk/Safety Management department is responsible for setting up and maintaining physical and drug testing programs.
- Serves as primary interface between the company, outside legal support and insurance company on safety and risk management matters.
- Evaluates insurance coverageâs; identifies exposures and assesses liability through evaluation of claim loss statistics and trends. Provides each location with loss control statements for Workersâ Compensation, General Liability and Vehicle losses. Works with broker to obtain insurance quotes, and assists broker and President in negotiating insurance policy renewals.
- Monitors contractors and vendors, and ensures they provide certificates of insurance and Hold Harmless Agreements. Oversees product, liability, auto, property and workersâ compensation claims filing process.
- Responsible for safety and risk management department budget.
- Works in excess of normal working hours as workloads and seasonal activities are encountered.
- Complies with and implements company and safety policies and procedures.
- Contributes to process improvement on a regular basis.
- Oversees the management and coordination of the removal of hazardous materials.
- Oversees maintenance of MSDS program.
- Oversees the processing of requests for certificates of insurance from customers.
- Assists with grant projects directly related to safety and risk management.
- Monitors business trends and practices relating to Risk Management.
A. Education & Experience
Bachelorâs degree (BA) from four-year college or university preferred ARM and CSP Certifications preferred Five to ten years of increasingly responsible professional and exempt experience in Risk/Safety Management including experience working with workerâs compensation and general liability insurance. Experience in the transportation industry a plus.
B. Knowledge, Skills and Ability
- Working knowledge of principles and practices of safety/risk management activities such as risk identification/reduction, loss control, asset protection, employee safety, workersâ compensation programs, etc.
- Knowledge/comprehension of laws and regulations pertaining to OSHA, DOT, FMCSA and other industry safety/risk programs.
- Proficiency with Microsoft Office programs i.e. Excel, Word, Graphs, Power Point. Ability to prepare spreadsheets for use in analyzing data. Knowledge of computer based Risk Management information systems.
- Knowledge of data research, collection and analysis techniques and the preparation of written and oral reports.
- Knowledge of claims processing techniques and budgetary practices and controls.
- Ability to exercise a high degree of independence in judgment and decision making.
- Ability to plan, organize and coordinate the activities of the Safety/Risk Management program.
- Ability to advise senior management on how to emphasize safety as an integral element of the companyâs risk management program.
- Ability to analyze, classify and rate risks, exposure and loss expectancies.
- Ability to travel to various site locations.
- Ability to negotiate with and influence others.
- Ability to write reports, business correspondence, policies, and procedure manuals.
- Ability to effectively speak in public and present safety training programs. Effectively and respectively respond to questions from employees and management staff, customers, adjusters, brokers, attorneys, government inspectors, media and the general public.
- Ability to work with a variety of skill level employees, professional, and administrative personnel. Communicate effectively, both verbally and in writing.
- Working knowledge of, and/or ability to review and understand local, state, and federal codes, rules, and regulations.
- Ability to understand and calculate industry ratios and lost control methods and/or measurements.
- Must be a team player and willing to accept and support the processes and systems.
