The Review Specialist examines the DHHS case files of children in out-of-home [foster] placement to determine whether the permanency plan for the child is appropriate, th! at all services are being provided to the child and family, and that the case is progressing through the Court System. Prepares questions and contacts the case manager, the placement, school system, Guardian ad litem, CASA, and other parties to the case being reviewed in order to clarify questions and gather additional information regarding the progress of each child's case. Prepares a summary packet of the case information gathered for each volunteer local board member's review prior to board meeting. The Review Specialist facilitates three local board meeting per month, each local board reviewing six to eleven children in out-of-home care per month. At the local board meeting the Review Specialist documents each board's comments, findings and recommendations for each case then afterward compiles this information into a formal report for the legal parties to the case within prescribed time frames. The Review Specialist gathers data that is later input by other staff into a! computerized tracking system for children in out-of-home care! placements. The review specialist writes reports regarding issues, cases of concern, or other matters to inform management staff of activities in their coverage area. Attention to detail is required. Informs community and business groups, public and private organizations, service providers and other partners about procedures, goals, objectives, and resource needs to promote public awareness of the -foster care system, to solicit outside resources, expand inter-agency cooperation, and to promote a broader understanding and acceptance of the Foster Care Review Office mission and purpose. The Review Specialist also assists with the recruitment, orientation, and training of the new board member volunteers through professional contacts and community outreach efforts. Acts as a liaison with judges, County Attorneys, Guardians ad litem, child welfare agencies and other community partners to promote and maintain harmonious working relationships on behalf of children in out-of-home! care

Qualifications / Requirements:
REQUIREMENTS: Post high school coursework/training in: social or behavioral science, early childhood learning, education, or child development, counseling/guidance; psychology; sociology or investigative methods; and experience in a human or social service organization with responsibility for eligibility determination or providing direct social or protective services to clients. OR Experience in a social services agency with responsibility for providing services to children in out-of-home placements.

Knowledge, Skills and Abilities:
Knowledge of: State law on abuse and neglect of children; Social Services policies and procedures pertinent to protective services, adoption, foster care, and child placement; emotional, social and intellectual needs of children; community resources available for providing foster care and child placement; the principles and techniques of case management; t! he principles and practices of social work pertinent to protective serv! ice/treatment plan development and implementation; techniques of interviewing for obtaining assessments or gathering information; home based services; community resources; adoption procedures; the Juvenile Court/Legal System. Ability to: plan, organize and schedule work efficiently; communicate by writing detailed reports and letters; deal effectively with small groups by controlling agenda, clarifying misunderstandings, and promoting joint planning; interact with professionals in other organizations and interested individuals in the community on abuse, foster care, or protective service problems; interpret and apply state and federal laws, rules, policies, and standards; interpret and apply permanency planning, foster care, and child placement standards and requirements; evaluate and determine the appropriateness of child planning and placements; prepare accurate and concise reports; communicate facts, ideas and procedures electronically, telephonically, on paper, and in p! erson.
