Under general supervision the Natural Resources Program Specialist holding this position implements programs designed to assure that state laws, rules and regulations are followed. The person holding this position will be responsible for reviewing, evaluating and processing applications, petitions and other documents related to permits for use or storage of surface water, water to be stored underground or the transfer and use of groundwater. The majority of the work will encompass activities related to permitting the use of surfac! e water. This position is administrative in nature, but will r! equire knowledge of scientific and legal principles.
Examples of Work:
The duties and responsibilities of the position are governed by statutes, rules and policies and must be done accurately and consistently. Frequent verbal and written communication in all aspects of processing applications for new and modifications to existing surface water rights or groundwater transfer permits is required. The specialist must be able to investigate conflicting data in applications for various permits. They must determine the type and scope of technical data and analyses needed for the Permits & Registrations Division to make a recommendation on whether proposed projects or modifications to existing projects meet the statutory and regulatory requirements in order for the Director to approve them. Contact with the public is frequent and the specialist must be able to provide guidance on the filing and processing of applications and petitions regarding the use of the s! urface water, water stored underground and groundwater of the State of Nebraska. Legal orders that grant, deny or modify permits to use surface water, storage of surface water underground or the transfer and use of groundwater will be composed by the program specialist. Travel is required, though not frequent.
Qualifications / Requirements:
REQUIREMENTS: Bachelors degree in natural science, geology, hydrogeology, hydrology or engineering plus two years of experience in surface water or groundwater regulations.
Knowledge, Skills and Abilities:
Knowledge of: Administrative procedures, surface water and groundwater laws, irrigation practices, municipal and industrial use of groundwater, permit writing, land ownership records, public land survey system, hydrology, geology, groundwater hydrology and natural resource engineering as they relate to the permitting and regulation of surface water and groundwater. Understanding of ! irrigation practices and water storage methods will be necessary to car! ry out the duties of this position. Skill in: Comprehending technical and legal documents related to the permitting process. . Applicant must be proficient in written and oral communication. Computer literacy regarding the use of word processing, spreadsheets and databases is required. Ability to: Communicate with agricultural interests, municipalities, industries, consultants, scientists, engineers, wildlife interests, attorneys and other governmental agency staff in all aspects of processing applications for new and modifications to existing surface water rights or groundwater transfer permits. Communicate effectively and persuasively on controversial issues.
