The incumbent will be understaffing a Tax Specialist Senior position and must demonstrate the ability to perform at the Senior level within two years. Advancement to the Senior level is based on demonstrated ability to perform. Under general supervision, provides property tax assistance of a moderately complex nature involving diverse administrative and policy services. Responsible for researching and proposing policies, legislation, regulations, and rulings as assigned.
Examples of Work:
Confers with Tax Specialists, other agency staff, local gover! nment officials, and other interested parties to resolve compl! ex tax issues where resolution ultimately rests upon a thorough and practical knowledge of laws, policies, regulations, procedures, processes, and industry practices. Examines, researches, and resolves property tax issues which arise from correspondence, personal interviews, and assignments. Appraise values for centrally assessed companies through interpreting and analyzing data, such as: annual reports, financial statements, corporate documents and changes within industry and tax policy development. In consultation with other staff, researches, creates, and adjusts the Department's capitalization rate used in central assessment. In consultation with other staff, develops financial models for valuation of centrally assessed companies. Participates in formal and informal conferences with county officials, tax accountants, tax attorneys, and taxpayers to resolve valuation or tax issues.
Qualifications / Requirements:
REQUIREMENTS: Associate's Degree! in: business, accounting, or related financial field and one year experience in tax program research and analysis. OR lncreasingly responsible work experience in business, accounting, or finance may be substituted for the education requirement on a year for year basis, in addition to one year experience in tax program research and analysis.
PREFERED: MBA or Certified Public Accountant and at least one year of property tax, assessment, and/or appraisal experience.
Knowledge, Skills and Abilities:
Knowledge of: Tax laws; accounting; the techniques of undertaking a financial analysis of large, multi-state organizations; the principles of sound appraisal theory applied to large businesses. Skill in: presenting persuasive arguments to defend values and/or determinations made; organizing and implementing processes; spreadsheet programs and multiple databases. Ability to: communicate effectively with a wide range of people: interpret sta! te statutes; judge the relative merits of arguments; conduct research a! nd analysis of legal, valuation, and tax issues.
