Primary Function Under the supervision of the Community Programs Manager! or designee, the incumbent performs support duties for the community-based supervision program (i.e., Electronic Monitoring Program) in adherence to court directives and operating guidelines.
Primary Duties & Responsibilities:
Monitor youth placed on electronic monitoring by conducting on-site visits to their homes, schools and places of employment. Confirm their presence utilizing remote surveillance devices and/or visual or verbal contact as dictated by program guidelines.
Complete daily summaries of each contact (e.g., electronic, visual, telephone) with detainees. Enter data into computer and/or written logs per policy and procedure.
Under the direction of the Detention Manager or Community Programs Manager, make initial home visits to respective detainees to implement electronic monitoring. Explain all aspects of the electronic monitoring program to the detainee, their family and/or guardians. Test electronic monitoring device to ensure equ! ipment is in proper working order.
Establish and review do! cumentation procedures to ensure that the detainees placed in the program are properly monitored and supervised. Maintain documentation within program guidelines; provide documentation for the courts upon request.
Ensure that detainees are aware of and attend court appearances and any court ordered programs.
In the absence of the Detention Manager and Community Programs Manager, supervise and monitor the work activities of staff (e.g., Juvenile Detention Specialists) assigned to the Electronic Monitoring Program.
Respond to inquiries or complaints from detainees, their family or guardians, attorneys or the courts.
Provide input, as requested, regarding operational policies and procedures for the community based supervision program.
Contact the Community Programs Manager and/or the Detention Manager for prior approval whenever a detainee is to be returned from community based supervision.
Respond appropriately and immediately to behavioral and medical! emergencies as dictated by emergency procedure guidelines. If necessary, restrain or restrict the actions of combative detainees utilizing a minimum of force. Provide CPR and/or first aid as situation dictates. Verify appropriate medical personnel have been contacted.
Administer Alco-Sensor test and/or collect urine specimen for drug testing from detainees suspected of being under the influence of alcohol or drugs. Conduct procedures in strict adherence to program guidelines and standard operating procedures.
Act as a source of information and referral about the electronic monitoring program and community-based supervision.
Provide input to Manager relevant to annual budget preparation. Operate within and in consideration of the budget.
Present a professional and positive image of the Douglas County Youth Center.
Perform other related duties as assigned.
Qualifications:
Bachelor's degree* in Criminal Justice or a related field of stu! dy.
One year of related work experience in juvenile detention, prob! ation, corrections and law enforcement. Experience in electronic monitoring and community based supervision programs preferred.
Must possess and maintain a valid driverâs license and own mode of transportation at the time of hire and throughout the course of employment.
Class C permit to operate Alco-Sensor breath testing equipment desirable. Continued employment is contingent upon successful completion of all requirements to obtain a Class C permit, as provided by NE Statute 39-669.08, within the first six months of employment and/or promotion.
CPR/First Aid certification preferred.
Successful completion of a criminal records check. *Applicants may substitute approved work experience for the educational requirement on a year-for- year basis.
Physical Requirements & Working Conditions:

Work is generally performed indoors in an office, classroom and dormitory setting during standard day-shift hours, however, work hours include remaining on-call 24 hours a day 7 days a week and working extended hours including evenings, weekends and holidays as needed. Noise level is usually moderate. Work involves the potential for contact with or exposure to blood or other body fluids and infectious materials. Work requires close interaction with youth offender populations and may be stressful when dealing with irate or verbally abusive detainees and their family members.
Work requires some physical activity, including extended periods of sitting and standing, frequent walking, carrying and climbing stairs, and occasional balancing, kneeling, bending, reaching and stooping. An incumbent must have the ability to tran! sport themselves to and from various locations throughout the Youth Cen! ter facility, the metropolitan area and other locations. An incumbent must have the ability to frequently lift and/or carry files and other materials weighing up to 10 pounds and occasionally lift and/or carry materials weighing up to 25 pounds. An incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment used to perform the essential functions of this job. Required sensory abilities include vision, hearing, smell, taste and touch. Visual abilities, correctable to normal ranges, include close vision, distance vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges.
