Research and interpret statutes, regulations and court decisions. Respond to inquiries from other divisions within the Department of Insurance, insurers, insurance! producers, and the public. Draft letters and memoranda on issues as requested by the General Counsel or Director. Provide oversight, render opinions and research issues, enforce and administer the laws under the General Counsel's supervision concerning title insurance, risk retention groups/purchasing groups, surplus lines, class action management, premium tax, and third party administrator. Analyze financial data, market conduct data, audit reports related to miscellaneous insurance filings, complaint investigations and prosecute violations of law, and provide legal support to staff as needed. Research legal issues and confer with other attorneys regarding legal issues; confer with Consumer Affairs, witnesses, other attorneys, other government officials in preparation for administrative hearings; work with other Divisions within the Department of Insurance, e.g. Consumer Affairs, Property and Casualty, Life and Health and Market Conduct to evaluate or respond to inquiries! from consumers, agents, outside attorneys and other insurance! industry personnel. Write legal briefs and memoranda for use in judicial and administrative hearings; write memoranda for Department's internal use. Draft letters to outside attorneys, consumers, insurance company executives, producers, witnesses, and general inquiries. Draft complaints, consent agreements, affidavits, findings of fact, conclusions of law, orders for Director's signature, orders to show cause/cease and desist, notices for publication, rules. Prosecute administrative hearings: direct and cross examinations, opening and closing statements, settlement negotiations. Serve as hearing officer on behalf of the Director of the Department. Participate in the adoption and amendment of insurance laws including participation in various task force, committee, and sub-committee meetings and assist General Counsel and Director with legislation. Prepare and deliver speeches to public, special interest groups. Respond to inquiries from other insurance departments.

! Qualifications / Requirements:
REQUIREMENTS: One year of experience as an attorney practicing law including preparing cases, advising clients, and/or interpreting laws and/or administrative policies. Must be a member of the Nebraska State Bar Association; a graduate from an accredited law school.

PREFERRED: Some experience with insurance issues.

Knowledge, Skills and Abilities:
Knowledge of: Microsoft Windows, Word, and Excel. Ability to: Interpret statutes, rules and regulations, and convey those interpretations to outside attorneys and the general public. Skill in: drafting complete, concise and accurate legal documents. Analyzing data and reports. Effective communication a must.
