This is a highly professional position which administers all aspects of out-of-home placements for juvenile justice programming. Serves as a leader for juve! nile justice on behalf of the Office of Probation Administration. This position reports to the Deputy Probation Administrator for Juvenile Services and is responsible for the creation, oversight, implementation and quality assurance of new and existing out-of-home services and delivery standards. Work includes the evaluation and investigation of out-of- home placements and making recommendations concerning juvenile justice placement services. Work at this level involves staff management, the application of standards and the quality assurance of statewide placement options. Direction is received from the Deputy Probation Administrator for Juvenile Services who reviews work through reports and evaluation of operational results; however, the employee is expected to exercise a high degree of initiative and judgment in the performance of assigned responsibilities. Develops and implements a placement continuum of care and associated standards. Develops rules and regulations for p! lacement services. Develops and recommends innovative strategi! es concerning access to placement services, intake alternatives, and disposition placement options, related to juvenile and restorative justice. Develops, implements and evaluates out-of-home placements and programming concerning for juveniles. Develops and implements quality assurance best practice standards statewide. Implements Probation Administration's juvenile justice priorities. Provides education to stakeholders on emerging issues surrounding the placement of juveniles in out-of-home care. Monitors and ensures compliance with Juvenile Justice and Delinquency Prevention Act and state and federal standards as it relates to juveniles in out-of- home care. Develops and monitors grants and provides technical assistance to probation districts including county aid and other Nebraska Crime Commission or federal grant applications. Monitors expenditures to ensure payment standards are met. Collaborates with the Department of Health and Human Services to facilitate licensure ! and access to juvenile justice services. Provides technical assistance to Probation Administration in the preparation of budget and policy items involving juvenile placement issues. Works closely with each Probation district in the implementation of service delivery continuum of care plans for juveniles. Recommends curriculum and training to JBE Director and Probation Education Manager for judges, probation officers and stakeholders concerning juvenile justice placement issues. Knowledge and skill in strategic planning processes, behavioral health services, the principles of continuous quality improvement, and basic budgeting and cost accounting processes. Knowledge of the existing issues concerning juvenile justice in Nebraska's juvenile justice system as well as what is occurring nationally. Skilled at developing quality written reports and products, including writing of policies and procedures. Demonstrated ability in supervising and/or leading professional and support s! taff. Demonstrated ability to work diplomatically and skillfully with a! variety of stakeholders including victims, elected officials, behavioral health consumers, substance abuse treatment service consumers, probationers, providers, justice system professionals, clinicians, and administrators; skilled at working in a political environment. Ability to initiate projects, work independently with minimal supervision, and provide training to multiple local, state, national stakeholders. Extensive travel may be involved.
Qualifications / Requirements:
REQUIREMENTS: Bachelors degree in the social/behavioral sciences, criminal justice, education, human services administration or related area or any equivalent combination of education and experience that provides the following knowledge, skills and abilities.
PREFERRED: Five years in an oversight position involving working within juvenile justice, criminal justice and the courts, policy and program development, juvenile placement service delivery. Bilingual sk! ills English and Spanish.
OTHER: Valid driver's license or able to provide independent authorized transportation.
Knowledge, Skills and Abilities:
Possess a considerable understanding of: Evidence-based principles and practices for juveniles, restorative justice practices, staff selection, training, and program development, establishing and evaluating performance measures, juvenile placement services, fiscal administration, strategic planning, juvenile justice as it relates to crime in Nebraska, organization and operation of the Nebraska State Probation and Department of Health and Human Services systems, fundamental management principles.
