Perform professional legal work in prosecuting cases in County and District Courts; review and advise staff regarding court cases; and advise and interact with related City departments and the ! public.
Oversee, plan, coordinate and participate in the activities and operations of the City's purchasing function; and coordinate assigned activities with other divisions, departments, outside agencies and the general public.
Essential Functions:
Display honest, trustworthy and ethical behavior when dealing with internal and external customers. Establish and maintain cooperative working relationships with those contacted in the course of work.
Regular attendance that is punctual and dependable is required.
Represent the Legal Department and the City in interactions with the public.
Prosecute traffic, criminal code, ordinance and comparable cases in Hall County and District courts; formulate trial strategies and contact witnesses; interview and prepare witnesses to testify at trial.
Interview and provide guidance to City staff relating to legal action.
Prepare legal pleadings and other legal documen! ts; perform legal research relating to cases, statutes and ord! inances.
Prepare and file complaints for ordinance violations referred for prosecution; prepare and file complaints for traffic infractions.
Stay abreast of new trends and innovations in the field of purchasing.
Participate in the development of bid specifications; oversee the formal bidding process, respond to and resolve questions and protests from vendors; participate in bidder negotiations; coordinate contract execution.
Monitor and provide advice to City Departments regarding a variety of purchasing and related matters; provide assistance to departmental personnel in the preparation of bid specifications.
Maintain enforcement responsibility for the City procurement ordinance.
Study new legislation and recently decided case law; attend continuing legal education seminars.
Provide advice and assistance to City departments on legal issues, questions and procedures.
Assist the management in labor negot! iations and preparation of labor agreements.
Assist department heads in establishing departmental policies by applying legal points and procedures; recommend changes in policies and procedures in order to meet legal requirements.
Draft and review contracts, deeds, leases and other legal documents.
Coordinate the organization of and operational activities for the City's purchasing function including acquisition of bids, proposals, and ordering various equipment, materials and supplies.
Participate in the development and implementation of goals, objectives, policies and priorities for the purchasing function; identify resource needs; recommend and implement policies and procedures; ensure that policies and procedures are adhered to by City departments.
Perform related duties as assigned.

Experience:
Two years of professional legal experience including some trial, corporate, and municipal work and legal research experience. Two years of experience in purchasing or bid preparation and evaluation.
Training:
Juris Doctorate from an accredited law school.
Licenses/Certifications:
Must be licensed to practice law in Nebraska and a member in good standing of the Nebraska State Bar Association prior to the start date of employment.
