This position will assist the Traffic Engineer to provide leadership, management, and direction to managers, supervisors and the staff in the Traffic Engineering Division and will include the oversight for various functional responsibilities including: Supervising and directing the Traffic Analysis Section including scheduling and review of work and handling of personnel related issues. Assisting the Traffic Engineer in the prevention and resolution of traffic operations and safety issues, includ! ing the traffic engineering relation of highway design element! s to traffic operation, volume, travel speeds and safety. Interpreting the results of complex traffic analysis studies with respect to the MUTCD and NDOR policies and the physical roadway to determine potential traffic operation issues and safety improvements. Answering large numbers of requests for traffic engineering studies from internal and external customers. Reviewing traffic impact studies and permit applications submitted by developers, consultants and public entities. Representing NDOR in negotiations in processing permits and agreements. Supervising traffic engineering consultant contracts. Reviewing division standards, policies and plans to ensure compliance with state and national standards. Speaking at public meetings, contacting the media, writing, drafting letters of response for signature by the Division Head, Deputy of Engineering, Director and occasionally the Governor. Reviewing fatal crash reports on the state highway system for possible safety mitigatio! n measures. Providing advice to the Attorney General's office on traffic analysis matters as needed. Representing Traffic Engineering as a member of the Highway Safety Committee, the SHSP working team, and assisting or representing the Traffic Engineer on other committees as necessary or as assigned.

Qualifications / Requirements:
REQUIREMENTS: Progressively responsible licensed professional experience in an engineering field applicable to the employing agency, and experience in supervising professional engineers and/or technical engineering worker, with diverse areas of responsibilities AND Must possess a Professional Engineer (P.E.) license at the time of application, and be licensed by the Nebraska Board of Engineers and Architects at the time of employment or be able to obtain such license within 90 days of employment.

PREFERRED: Previous management or supervisory experience required including providing direction, analyzing and! reviewing the work oif supervisors and staff, interpreting complex man! uals and applying standards, policies and procedures. Experience in highway and street design, traffic control design, regulations and applications. Familiarity with traffic capacity analysis, traffic impact studies and trip generation, Highway Capacity Software and other traffic analysis tools and software. Experience negotiating contracts, permits, or agreements. Familiarity with the Highway Capacity Manual, Highway Safety Manual and/or other engineering standards and manuals and ability to interpret and apply this knowledge to accomplish the essential functions of the job. Experience with computers and specifically with the use of Microsoft Office, Outlook or similar e-mail management systems, and engineering software such as Synchro, Sim Traffic, HCS and Corsim-TSIS.

OTHER: Must have a valid driver's license or the ability to provide independent authorized transportation. Must be available for occasional out of town work, late evening meetings and overni! ght travel to attend, present or represent NDOR. Regular and reliable attendance is also required.

Knowledge, Skills and Abilities:
Working knowledge of NDOR policies and procedures. Basic knowledge of Microstation with the ability to review CAD plans and make minor changes as necessary. Working knowledge of AASHTO and MUTCD standards. Effective communication skills. Ability to read highway plans, maps and aerial photos.
