The hiring rate of a Revenue Tax Senior is $56,308 annually and the hiring rate of a Revenue Tax Specialist is $46,394 annually.

Under limited supervision, provides program expert! ise of a significantly complex nature involving diversified administrative and policy services to the Tax Commissioner, Property Tax Administrator, employees of the Department of Revenue (Department), as well as to outside attorneys, CPAs, government and business officials, and taxpayers. Coordinates the examination, research, proposal of policies, legislation, regulations, and rulings as assigned for property tax programs. Uses a wide range of professional knowledge to complete assignments including those of a broad scope and considerable importance to the agency; performs related work as assigned. This position will be understaffed as a Revenue Tax Specialist if no applicants meet the minimum requirements of a Revenue Tax Specialist Senior.

Examples of Work:
Confer with other Tax Specialists, agency staff, local government officials, and other interested parties to exchange and prepare information on the facts and status of a case or on other legal/adm! inistrative issues. Assist in drafting of correspondence for l! egal counsel, agency management, or the Governor's office. Review and analyze proposed legislation, agency policies, regulations, and procedural statements at the direction of Property Assessment Attorney III; prepare fiscal notes and legislative summaries. Administer the Department's administrative reports. Administer the Department's assessment of public service entities. Administer the Department's assessor education programs. Assist in drafting of motions, pleadings, briefs, and other legal documents to provide support for Property Assessment Division's counsel. Research and prepare written correspondence in response to inquiries regarding the valuation and assessment of real property. Develop internal and external educational presentations and information guides. Present educational programs at conventions, seminars, and educational institutions to keep tax attorneys, accountants, and practitioners, as well as government officials up to date with tax programs.

! Qualifications / Requirements:
REQUIREMENTS: REVENUE TAX SPECIALIST SENIOR, Bachelor's degree in: business, accounting, or related financial field and two years' experience in complex tax program research and analysis. OR Increasingly responsible work experience in business, accounting, or finance may be substituted for the education requirement on a year for year basis, in addition to two years' experience in complex tax program research and analysis.

REQUIREMENTS: REVENUE TAX SPECIALIST, Associate's Degree in: business, accounting, or related financial field and one year experience in tax program research and analysis. OR Increasingly responsible work experience in business, accounting, or finance may be substituted for the education requirement on a year for year basis, in addition to one year experience in tax program research and analysis.

PREFERRED: MBA or Certified Public Accountant and at least one year of property ! tax, assessment, and/or appraisal experience.

Knowledge, Sk! ills and Abilities:
Knowledge of: Department of Revenue programs, policies, procedures, processes, regulations, and tax rulings. Extensive knowledge of the policy development process, state and federal legislative processes and legislative research OR extensive knowledge of tax auditing. Skill in: presenting persuasive arguments, organizing and implementing processes. Ability to: communicate effectively with a wide range of people, interpret state statutes, and judge the relative merits of arguments. Conduct independent research and analysis of complex legal or audit tax issues.
