This position is located in ARNG Construction and Facilities Management Office (CFMO), Contract Management Branch. The primary purpose of this position is to analyze and direct supply, service, and/or construction contract programs characterized by high dollar costs and extending over long time periods. The magnitude and terms of the contracts substantially impact the mission of the state ARNG. Provides oversight of federal funds used to execute state ARNG facilities programs contractual expenditures. Provides programmatic analysis and oversight of the state's execution of contracts reimbursed with federal funds. Supervises the work of the function.

(1) Plans, organizes, directs, controls and reviews the full spectrum of complex purchasing and contracting operations and resources; to assure that all required services and materials are acquired for new and existing ARNG facilities and p! rograms in a timely manner and in accordance with applicable laws and regulations. Contract management actions include the formal advertising and negotiation for acquiring services and products from the private sector of the ARNG. The nature of services and products acquired include major and minor facility construction; maintenance and repair; Architect and Engineer (A&E) services; professional and technical services; specialized and common material items; specialized and routine services; and a wide variety of other materials and services. Work includes all contract actions necessary in support of the Master Cooperative Agreement and Military Construction Cooperative Agreements. Responsible for coordination between Contract Management Branch, Federal and State agencies (i.e., Attorney General, USPFO, NGB, Congressional Offices, Labor, Human Rights, Finance), and local communities.
(2) Analyzes and oversees the full range of contract management duties for pre-awar! d through post-award and contract close-out. Manages or administers the! most complex or sensitive procurement issues or problem areas that may arise in the organization. Analyzes and oversees administration of all bid protests, contractual disputes and contract terminations. Oversees the acquisition strategy for all contracting efforts. Coordinates the state's sovereign contracting effort in tandem with the mission of the ARNG in each state, its programs and objectives by providing evaluation, planning and analytical expertise to all aspects of contracting in support of the facilities program.
(3) Prepares for, conducts or attends numerous meetings with high-level officials throughout all phases of assignments. Manages federally funded contracts awarded through state contracting procedures to determine compliance with terms of the controlling Master Cooperative Agreement and Military Construction Cooperative Agreements. Establish policies and procedures to comply with state and Federal laws and regulations. Responsible for the develop! ment of contracting, operational and business procedures and processes. Furnishes information to functional personnel relative to changes in policies and trends that may affect future contracting actions. Ensures implementation of directives from higher echelons and formulates and/or assists in the formulation of overall policies and procedures for the state. Provides technical review of documents such as justifications and approvals, requests for contract modifications, and scope of work. Recommends approval or disapproval to the USPFO in those cases requiring approval or endorsement. Responsible for achieving the objectives and goals for socio-economic programs.
(4) Serves as the CFMO's principal authority in all contracting matters and advises the CFMO and other senior officials and staff on procurement matters concerning current and future plans regarding complex contracts and their effect on long term projects and programs.
(5) Administers, plans, coo! rdinates, and directs the activities of subordinate personnel. These in! dividuals may be on various types of employment status such as technician, AGR, or state employees. Performs the full scope of supervisory personnel functions including the assignment of duties, participates in the interviews and selection of employees, schedules and approves leave, ensures indoctrination of new employees, provides training, evaluates performance, initiates action to upgrade positions, and resolves disciplinary problems. Establishes shift schedules and assigns personnel based on workload to ensure adequate coverage of operations. Supports and takes affirmative action with consideration of Equal Employment Opportunity in all aspects of personnel actions. Keeps employees informed of NGB goals, objectives, and policies, and informs management of employee input and concerns. QUALIFICATIONS REQUIRED:
QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Ex! perience must have been at the next lower or second lower grade or its non-federal equivalent.
- CREDITING EXPERIENCE: NATIONAL GUARD SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION. EXPERIENCE MUST BE DIRECTLY RELATED TO THE POSITION AND MUST BE DESCRIBED IN THE WORK EXPERIENCE SECTION OF THE APPLICATION AND/OR RESUME. THE LEVEL OF EXPERIENCE IS DETERMINED BY THE ACTUAL DUTIES AND RESPONSIBILITIES PERFORMED. BE DESCRIPTIVE, A SIMPLE LIST OF JOB TITLES AND DATES WILL NOT SUFFICE.
SPECIALIZED EXPERIENCE: Must possess at least 36 months of specialized experience, education, or training program or managerial experience in a type of work or a combination of functions directly related to the business or industry position to be filled or in a comparable work or functions. Experience developing and recommending changes in methods of operations. Experience in supervisory, staff or technical work which includes study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing communications and oral presentations. Experience which provided an expert knowledge of state and Federal contracting laws; DOD, Army and NGB contracting regulations and procedures. Exp! erience which provided a knowledge of contracting principles, to include technical requirements for specialized contracts such as sealed bid, negotiated, Architect and Engineer services; Business management, public administration or legal experience which provides a knowledge of commonly accepted business practices and accounting purposes. Experience administering and closing out contracts. Experience managing a wide variety of contracts and procurement programs. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
KSA'S:
1. Knowledge of state and federal contracting laws; DOD, Army and NGB contracting regulations and procedures.
2. Knowledge of contracting principles, to include technical requirements for specialized contracts such as sealed bid, negotiated, and Architect and Engineer services.
3. Familiarity with applicable accounting procedures, business ! practices, and marked conditions sufficient to perform in-depth evaluat! ions of the financial and technical capabilities, as well as the performance of contractors.
4. Knowledge of contract termination procedures sufficient to administer and close out contracts.
5. Knowledge and skill sufficient to manage all contractual aspects of state level procurement programs involving coordination of a number of contracts of a wide variety of types requiring long-range planning, a thorough knowledge of program objectives, and skill in interpreting or establishing policies to solve unprecedented problems.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignment must be followed. Substitution of Education for Specialized Experience: Education in an accredited college, university, or trade school may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time study, or 30 semester hours, or the equivalent) for 12 months of specialized experience. Each 30 semester hours credited must include at least 6 semester hours of courses which are directly related to the type of work of the position.
